And yes, I think your point about encouraging creative writing (more sound) over SWIM (flimsy) is also very well taken. I think the reason people [...me] have/had problems with it is because, at least when I joined the site a while ago and it was still enforced, the self-incrimination rule was the hardest thing to get used to. That's obviously personal, but still. It was so strange having to constantly write in the third person at first. I mean, it's whatever, people should reread the rules every now and then and keep out for Announcements even if they were gone when the Announcement was first made, but old habits die hard and there's no harm in friendly reminders. I think linking to the original March 2011 Announcement is an even better idea.

So here's a question about giving rep for something: because of the flimsiness of SWIM, would anyone think it inappropriate to leave neutral (not negative) rep for someone to point out that if they would like to not use first person it is better to write creatively or talk about AFOAF? Or is that something to remind someone of in PMs?

I cannot make sense of "This will bring up a module where you can state why you are reporting your post." in the context of this paragraph whatsoever.

Also, I've been wondering about this, and I think it should be included in the Wiki, if that's the case -- Especially with newbie members who may not know their way around the forum yet, is it okay if a more experienced member reports a post that has received negative reputation, if this member thinks that the negative reputation is unjust?

If you report a post then this does not give the moderator functionality to delete the rating. Such functionality and a feedback system is only present when you report a rating.
Supermoderators can go into the system and delete ratings. This is a hassle, but can be done.
So the most optimal approach is to ask the member to report the rating. Alternatively its possible to report the post with a good explanation, but we do not promote this.

Alfa, I hereby request that you report the rating you received for post #81 in this thread. ... Seriously though, I have come across a couple of positive reps these past months that, if I understand the rep rules correctly, shouldn't be valid. Another one is in post #46 in this thread.
