Q-Tips used as joint paper (help!)

Okay so i read on the internet, that you basically but the ends off of Q-Tips and put them in warm water, then the Q-Tip will unravel and can be used as joint paper.

Ive done it and the paper seems to be okay, but i have a few questions.

1. Will it work (Burn good)

2. Is there any health risks, because i know some paper has bleach in it.
