un-scheduled benzos and the analogue act

swim read that only schedual 1 and 2 drugs apply under the usa's analogue act, and benzos being schedual 4, is it legal to buy benzos not used in the u.s if their not specifically banned?

can some one also confirm whether the analogue act only applys towards schedual 1&2 substances?

swims asking cause he's interesting in buying some Phenazepam online.
