Inhaling - Primo Cigarettes?

Swim went out on a yacht to watch fireworks yesterday. The air where swim lives is extremely humid and out on the water, more so. The humidity worked it's way into the powder in swim's baggie. Now it's a clumped up mess. Don't want to trash it. Tried to dry it out with rice and then a warmed oven but it's not going so well. It's still not getting back to the nice powder it once was. I don't do crack so rocking it up isn't an option. I don't mainline either. I'm considering making a primo cigarette with it but am unsure how much to put in the cigarette. Swim doesn't want to put too much but has no means to weigh. Swim has read online about how one goes about making a primo but there's no mention of amount. Is it a pea size amount? More? Less?
