diazepam is soluble in...

here in australia i noticed a diazepam elixir is available in 10mg/10ml concentrations. just thought id note down the other ingredients in it as alot of ppl are always asking what it is soluble in as its not really water soluble..

so, FYI:Other ingredients: ethanol, propylene glycol, glycerol, citric acid anhydrous, sodium citrate, purified water and blackcurrant flavour. Diazepam Elixir does not contain gluten, lactose, sucrose, tartrazine or any other azo dyes.

does anyone know which of these ingredients are used primarily to make diazepam a soluble? and is it readily available or restricted?
