Injecting - Hydromorphone proceedures

swim has recently come across some 4 mg hydromorphone pills and has learned through various experimentation that the most efficacious route of use seems to be injection of one sort or another, swim personally dislikes the thought of penetrating his vascular cavity so has only used IM. Swims question has to do with proceedure, as he was never told how to accomplish turning a pill into a half cc injection by anyone with any experience. what swim has been doing, in order:

1. crush pill
2. place in plunger cap and add water with syringe
3. crush, stir with the removed plunger
4. put cotton on top
5. using the reassembled syringe, pushing the cotton down to the bottom and the needle into the middle of the cotton

swim then draws through the cotton and injects it IM. this method makes it hit harder and faster, and last longer (to swim). but is he doing it appropriately? might there be a better way to filter out the binders of the pill? what would be the maximum dosage via this route (conservatively)? thanks in advance for any and all information.

edit: note swim is NOT using heat. if heat helps please mention it. =)
