Is depression a key factor in the perpetuation of addiction?

Just wondered what peoples thoughts were on this? Do people believe that depression is a catalyst, or the two issues are subconsciously intertwined? obviously every case is different- what do people think, especially in regards to opiate addiction because of it's specific pharmacology and effects.
