Ordering RCs off net from other countrys

If swim ordered an RC like Methylone from Estonia to the US through mail, can he get in any trouble or have it confiscated or anything? And, how could it be possible to even get caught, illigal or not? Do they check mail from other countrys? and how?

I dont know much about law. import or anything so im curious. Thanks...
