Dose - Oxymorphone Safe Dosing Question

SWIM (someone who isn't me) just recently acquired a few grams of pure oxymorphone... Commercially in pill form it is sold as 10 mg opana ..... so anyways my idea so far to dose this up is to cut it down to 20% (possibly with lactose) so a half of a point will be 10mg strength.... This amount of powder material will nicely fit into a tiny gelcap... The main purpose for this is that the junkie's in swims town will surely open these up and inject them, or possibly pass it off as " synthetic heroin" etc... a half point material of this will still be much stronger than the junk around... and atleast this way it will be a smooth powder instead of a dirty crushed up pill etc.. Harm reduction is my number one goal... Any suggestions greatly appreciated.
