College - High in Public

Yesterday, SWIM finally got the balls to eat in his college's cafeteria on a DXM/weed combo during the peak. As he watched people walk by (and as he self-consciously stumbled by other people ), it made him think about public opinion on drugs and all that.

Does anyone think that people being high in public more often (in the right setting of course, such as college) may increase acceptance of drugs and awareness of the potential safety of drug use?

This probably sounds like some underground conspiracy movement or something, but SWIM feels like he's onto something.
