International - Creating your own country, possible?

If a person, anyone, but lets say an American for arguments sake, bought an island, could they name the island, declare it a seperate country and create laws and etc for said country? If so, I think all of us on this site should band together, pool our resources and purchase a country where drugs would be legal and the only laws would be those that prevented anyone from harming anyone else, but for the most part it would be a place of self awareness, sharing, etc. Instead of currency people could use their skills as trade for the things they need, like a person trained as a plumber would help fix my pipes for a two month supply of my baking -bread, cakes, pies. You get the idea.

Any more ideas for Utopia Island post them here. Hey it could happen, people buy islands. We just have to hope with global warming it doesn't get swallowed by the sea. Or Bush and his cronies don't think we are harboring WMDs and get invaded by the Americans, lol.
