Kava in water, milk or what

Swim is confused.
He has some kava-root powder with 30%+ kavalactones, and wonders if he should mix it with milk or water.
He reads some people get effects from mixing it with water and reads of other who says that it must be mixed with milk, or other fat containing products to have effects.
And some says its best to chew it.
So swim is confused....

What is the final verdict?
