Strange Unknown Substance

Today a guy @ work had a hooklah in his truck. In the bowl was a reddish gooey tobacco smelling substance. Really gooey. He had the same substance in a oil skin transparent type bag. I asked him what it was and if he liked it, and he said, "you don't want to know!"

I'm still curious. Any ideas?
