Pharmacokinetics of rectal drug administration

I would like to know if an active ingredient rectally administred pass through the liver. I read that 1/3 of rectal vein are linked to the liver.

As the liver play an important role in the drug metabolism, I wonder if a psychoacive drug rectally administred could have a different effect than oral aministration ?
