USA - having a large chain order a large amount of NaOH

Swim dreamt of an anxiety producing event.

He was having a difficult time gathering an amount of lye for soapmaking, so he saw online that a local hardware type store offered lye as drain opener in 12 one pound containers.

Like an idiot, swim calls a nearby store and asks if they have the 12 packs in stock. The guy at the store says no and that it could be ordered. Swim tells him to, and the guy asks for name/phone number. Swim gives him legit info thinking the guy may be setting up to call when things arive.

Meanwhile, hearing that there where a few singles in the store, swim shows up and buys whats left in the store (cash).

Then swim hears that suspicious purchases of such a chem could be reported to authorities, and a warrant could ensue. Now swim doesnt perform any illegal activities, but certainly wouldnt want any legal hassles. So he calls the store back on the day it was to arrive, and tells them he has decided he didnt want the order, and thanks for the trouble.

Is it possible that swim has set himself up for trouble? Would such a thing be risky only after a purchase?
