Drug info - Hawaiian Baby Woodrose teabags

I recently overheard a discussion about the various methods of using Hawaiian Baby Woodrose seeds (which I will refer to as: HBWS).

The method that confused me was the cold water extraction. After the HBWS are ground up, they are placed in the water and then have to be filtered out later.

This seems to be oddly excessive when you think about using a tea bag instead.

I apologize if this is ignorant and naive of me, but wouldn't it save an extra, and unnecessary, step through the creating the drink via this teabag method?

Maybe, although It's not that difficult to pour the water/seed mixture through a sieve into another glass... unless you only have one glass of course.
