Not really. SWIY takes drugs to help with his/her panic disorder. When SWIY doesn't take drugs s/he has anxiety and panic attacks, because s/he has a panic disorder. Unless SWIY is specifically talking about anxiety and panic attacks as a symptom of withdrawal. If SWIY were taking Lorezapam for something other than panic disorder, and experienced anxiety and attacks upon withdrawal, of which Lorazepam could help treat, then I can understand how it seems a little backwards. Of course, avoiding withdrawal eliminates this, whether by keeping your prescriptions filled and up-to-date or by weening oneself off the drug.
