Opinions - Marijuana impairs memory permanently?

SWIM's uncle used to be a heavy user when he was young. He smoked a lot from his teen years to his late twenties and is even banned from entering US again since he got booked for marijuana possession. Presently, he is 53 and has said that his memory has been affected by marijuana and he has lost some of his memory to his past drug use. I have researched whether this is true and have gotten mixed answers from the internet. Some sites say marijuana causing any psychological problems is a myth, while others (which seem more reputable to me) claim that long-term frequent marijuana use (5 years or more) leads to loss of memory.

Any help appreciated because SWIm wants to evaluate what amount he should be taking regularly without having health problems in the (near) future.
