Hash oil usually ranges from 25-45% Cannabinoids. Something 4 times this strength would be 100-180% Cannabinoids, much higher than even the strongest available concentrates, not to mention impossible on the later end of that scale.
Honey oil is usually used in reference to hash oil made with more volatile solvents (non-polar, such as hexane) or butane, rather than water or alcohol (though alcohol can produce quality hash oil under the righ circumstances) as it takes on a golden, honey-like appearance. This is just another form of hash-oil though usually with a decreased quantity of contaminants, especially if non-contaminated butane is used (most OTC butane contains odorants for safety), in which case it is almost identical in appearance to thin honey.
Unless cleaned with a second (and possibly third) solvent and possibly even fractionated via cetrifuge, it is unlikely that any hash-oil, especially available outside of the medical market, is any higher than 60% active cannabinoids.
SWIM has never tested street hash-oil which showed higher than 55% active cannabinoids (of the 20+ samples he has tested or have been tested by close colleauges), though has tested fractionated THC from a dispensary that tested at over 95%.
