USA - Help SWIM's friend avoid a poor decision (ordering 2C-E and MDPV)

SWIM recently had a friend text message him about a plan he had, I am trying to dissuade him from his plan, but he doesn't seem to want to give up. Here is a transcript of the conversation.

SWIM's Friend: Hey, I found a website that sells 2C-E and MDPV. I think I'm going to buy some.

SWIM: Uhm, it's probably a scam, and anyways, it's illegal to buy.

SF: I checked out the site, they're been around a fair amount of time, and I can't find any info on them being a scam, only a couple of threads on forums hinting that they were a solid place to buy from. And, besides, it's only illegal to buy and distribute in the U.S. if you intend on giving it to a human.

S: I'm sure they are still watching these companies, and customs could easily intercept the package and at best you'll lose your money spent, and at worst you could have Big Brother at your door.

SF: I love that show, it'd be great if they came to my... Oh, the other one. I think it's pretty rare for the 'man' to confiscate a small quantity of a substance that isn't illegal and even less likely that they will come to the door and provide me with an ass-whooping.

S: Still, they are possible-to-be-abused substances, illegal or not, I bet there would be some repercussions to having it sent to your home, you'd probably get added to a list or something and you'd get the beatdown next time you did something even slightly wrong.

SF: I think you're just being paranoid, it's a pretty solid site and it's a legal substance to own, surely the U.S. Terror Co. has something better to do. Anyway, I'm gonna go to bed, will order it tomorrow.

S: I don't think you should, but good night.

Who is right? SWIM really doesn't want to see his friend get thrown into Federal-Pound-Me-In-The-Ass-Prison. At the same time, SWIM understands his friends desires. Any help is greatly appreciated.

Ordering/possession of the aforementioned molecules are not illegal. They are only illegal if they are intended for consumption by people and or administration to a living creature. Then they can become illegal under the Federal Analogue-Act. I suggest that you research this for SWIM.

As stands SWIM is not violating any laws in the Untied Snakes. I suggest SWIM read the many articles here in the Research Chemicals forum. And use the forum search-engine (UTFSE), too.

SWIM has most certainly been researching this subject, and it DOES seem that it would be rather difficult to prosecute on, unless one were to be caught with say... Capsules filled with said substance, or another form that could be construed as being 'intent to consume.' This is certainly not the case, SWIM would never think of taking such substances, however SWIM's friend said his little lab rats have been itching for something more 'interesting.'

Some brie didn't cut it, either. Perhaps SWIM is just being too paranoid for his friend. Surely the Grand OVerlords have something better to do than stalk and harass those who purchase substances that are not illegal. Thank you very much for your response, SWIM feels as though they may have been giving the DC man a bit too much credit. SWIM feels as though a new topic may be in order... To another forum section!
