SWIM"S First Time Questions

SWIM got 10x extract from a headshop. SWIM was planning on smoking it out of a simple bic pipe with a regular lighter. Would it be Safe for SWIM to smoke it outside around people. And would handcuffing help. SWIM is concerned about smoking it without a sitter. Plz reply soon thx, SWIM wants to smoke it asap. SWIM has only ever done weed once, that being the only psychedelic.
