Mexico - Drug/Gun Laws And There Enforcement In Mexico?

Im hopefully moving to mexico in late october,i felt it would be intersting to know about the legal status of controlled substances,weed ,lsd,Rx's, ketimine,RC's ETC. How much $US is a good tip for a public servent such as a helpfull police officer or a consulate employee?
