Health - MJ Effect on Hives/any type of itchy rash?

I am in search of a remedy to help my fathers hives on his leg its looks mostly red with what looks like slightly white bumps but SWIM might be wrong about the bumps it could just be his skin pale like his son.

could hemp lotion sold at "hippy shops" lol work? or some mixture of leaves and whatnot to make a lotion or guck he could rub on that could cure the itch because everything he has used from benadryl to calamine to SWIM thinks RX ointment/lotion has not been much help AT ALL and his pc is in SWIMs room/our office (its a good size half is carpet/wood side is for office work.

any info that will lead SWIM in a positive direction would help or anything to prove hes wrong would b gr8 too lol
