Effects - Should SWIM be at all higher?

SWIM's experiences with cannabis are few and far between.

He got together with an on-line acquaintance a few days ago. Said acquaintance dislikes smoking alone, so SWIM happily offered to join him.

They shared two joints between them (the joints seemed small), smoked over a period of ten-fifteen minutes, and then settled down to watch the second Austin Powers movie. (Which was interrupted by a short blackout.)

SWIM definitely felt the effects, but it wasn't what he was expecting. He was watching a wacky comedy, but it didn't seem especially funny. SWIM felt more relaxed than anything, plus a sense that every time he moved, his motions were quite exaggerated.

SWIM was expecting to feel, well, high, or higher at least. Euphoria is what SWIM was seeking, he supposes.

What did he do wrong? SWIM knows how to smoke; he's been smoking cigarettes for a couple of decades now, so that wasn't the problem. If SWIM wanted to have more of a "party" feeling, should he have been at a, well, party?

Should SWIM look for a stronger drug?
