Addiction - Switchin to the needle?

Right now it takes swim about 25 bags to get a decent high going, (not even a full nod) Currently he plugs it. This shit gets expensive. About 200 for one high! He uses about 3 times a week and on off days has poppy tea. He was thinking about switching to using a needle(3 days a week) to save money, but is worried about his addiction just getting worse and using more money. The obvious answer would be to never switch to the needle, but the loss of money is hurting swim a lot more than the drug itself.

What do y'all think? Should swim pick up a rig?

Also, would smoking it work better? Swim has tried smoking it, but simply can't smoke enough. Any ideas?
