Cordials/Liqueurs vs. Distillates

From what I've read licqueurs commonly called cordials are alcoholic drinks that have had herbs infused into them after distillation. Drinks like rum and tequila on the other hand have been distilled from fermented mashes and the flavours you find in them are from the compounds that distilled over with the alcohol. I know drinks like whiskey are aged in oak barrels which gives them flavour and colour too but the majority of its flavour comes from the compounds distilled over from the fermented barley.

Anyhow I was just wondering if any of you make your own licqeurs and cordials. Its a legal alternative to distilling the only downside being you'd have to buy the vodka first. The upside is you know exactly what your drinking. Good vodka should be pure alcohol and water pretty much.
