Yeast not taking off

I tried to start a few batches of wine but every single time the yeast doesn't take off. I don't have a proper airlock so I use a balloon instead but before I poke holes in it I wait for pressure to build up as an indication that the yeast is starting to eat the sugar but it never does. This is my third attempt now.

Could the yeast itself be dead? Maybe the problems the temperature isn't high enough. I don't have any warm rooms to keep the fermenters and I live in a cold country so I wouldn't say the temp gets above 70F.
