Effects - Not a price discussion but an interesting question,how is low cost heroin so powerful

Today swim got some heroin caps.Without discussing prices he will say that the cost of heroin in VA has gone down very much.Now swim used to pay twice as much for h and it was in no way as powerful as what he had today.Is some unknown source flooding areas with cheap heroin?Is there some bizzare reason for this?If anything this h was too powerful.Swim had to vomit,something he rarely if ever does on h.Could it be this heroin felt powerful to swim because he was on shit suboxone for so long?That very well could be but swims friend who was not on suboxone was just as affected by it.Is this a nationwide thing or just a VA one?
