How To Know if SWIM tank is getting filled

SWIM came across a 20lb tank and was wondering if someone knows how SWIM could tell if my tank is being filled all the way, halfway or what not. SWIM pays $100 for it 2b filled. However SWIM got it filled halfway and only got 150-200 12-14inch balloons. So SWIM would like to know a way to go about finding out if I am getting ripped off or not. Should 20lbs of nos weigh an extra 20lbs on the scale?

SWIM would suggest SWIY weighs the tank when it is empty, make a note of the weight, then when its filled weigh it again, deduct (subtract) the empty weight, and SWIY has the weight of nitrous that it has been filled with. 12-14 inch balloons are probably equivalent to two or three 8 gram whippets/caps/nangs, but even then it looks as thought SWIM is only getting about 11lbs of nitrous.
If the nitrous is not medical or catering grade SWIY should not be using it unless it is properly filtered as it contains the acidic gas sulphur dioxide which is very harmful.
