controlled deliveries - what can you do?

SWIM read somewhere that a controlled delivery can NOT be performed if
the package in question does not require a signature, which is
supposedly because the receiver can claim ignorance of the
package. Can anyone shed any light on this? If a fake name
was used on the package it would be easy to claim the sender simply
sent it to the wrong address.
