That really is a tough question.
On one hand, looking at the brain chemistry, amphetamines will induce the positive emotions that are natural indicators of health and viability. Indeed, I believe studies have shown that those who use dopaminergic substances falsely believe that they are in better physical health than they in fact are. So in this sense, it's a case of artificially satisfying neural circuitry that would otherwise seek out satisfaction naturally e.g, with a relationship -- arguably a bad thing.
However, someone who would otherwise be diagnosed with OCD won't get such a diagnosis if their symptoms don't cause them distress. That is, some people with OCD may find that their disorder actually helps them in their field of work and doesn't interfere with other areas of life. But this notion is a little bit unfair because it's rather difficult for someone using amphetamines to admit they are causing problems when they fulfill the circuitry described above.
So I guess my answer is: only if/when the consequences of amp usage starts to concern Swibfs. You say they don't really, but it sound like they are beginning to. Also take a look at
