Ironic?

SWIM was recently required to take a trip to a major city on the west coast and while there noticed p. som. growing in the pots and tree planters. Many were in front of the police station, and the court house. Think they could lock one up for tossing their leftover poppy seed bagel or Babka into one of those? Birdseed even...

SWIM thought they (the pots and planters) normally got weeded when in a big city like that, they certainly do where he is from. The plants were pretty far along, but none were close to flowering. SWIM doesn't think so anyway. What if the person in charge of gardening thinks it's supposed to be there?!

Any other SWIMMERs noticed the sleepy flower growing in public places? They are very pretty, after all.

There are other forms of poppy, it may not even be somniferum, and SWIM doubts that it is somniferum.

Like samurai said, it is very likely that they are another type of poppy. For instance, in the west California poppies are everywhere and they do not contain enough opiates to have any psychological effect. That being said, P som's grow very easily and are beautiful flowers and ever changing so it is possible that those are truly p soms.
If swiy was there he would look for any pods and "test them out". But that might be illegal, so don't do it.
