How to make tar from powder?

SWIM has read through several threads in this forum including the Basics, and the one praising black tar a few pages down, and the one about black tar vs powder, but could not find a clear answer.

SWIM no longer has access to tar, but recently found access to powder. SWIM would like to know the steps in turning powder into tar. Is this possible, and can SWIY someone provide details on that?
