Not going to bleed, so whens the best time to harvest?

SWIM is planing on growing a few poppy's but here in Australia it is illegal to grow them and very much more illegal to get caught bleeding them, so swim is growing them with the intention on just harvesting the pods without bleeding them and going on from there.

Should swim just chop the pods off when bleeding normally begins or should swim wait to a certain time till them pods have maximum latex content?
