What grade is my friend's Heroin and how does he inject it?

My imaginary friend has recently acquired some brown powdery heroin, real rocky stuff, kind of like sand. He couldnt grind it up well enough to snort, and it wont run on foil, even with a lighter held under it for 20-30 seconds, it doesnt even burn slightly. He snorted about half of it anyway and got very minimal effects, but mostly his nostrils were just covered in brown powder. He lives in the UK and wants to know how to mainline this stuff. Does he need citric, water, or saline solution? Also, the only syringes he has access to are very very small insulin syringes, but hopefully thats not an issue, as he has a low tolerance and doesnt need to shoot much anyway.
