LUXEMBOURG: modification to the main drug law(17/05/2001)
In Luxembourg the law of 19 February 1973, 'Law on the sale of medicinal substances and the control of drug addiction', has been amended by law 27 April 2001, in force from 17 of May 2001. This new amendment introduces for the first time a distinction among substances in penal law according to their nature. Cannabis use and possession will not be subject anymore to penal sanctions but to monetary fines. Using and possessing other drugs will still be subject to penal sanctions, which have been reduced with this new law. Moreover, the new Act provides the basis for the creation of a substitution treatment programme and for the setting up of 'drug user rooms'.
