Medical Needs and trend in opaite use and the way of trend assessments of governments were being investigated; 209 governments were sent a questionary of which 65 responded and parcipitated in time.

Brief summary of the history of the narcotic control act in the foreword and then mainly outlining the real need of opiates to the assessments of different governments and the main hurdles for providing opiates to those in need regarding law restrictions and concerns from the standpoint of the medical professionals.
