Rotten Poppies?

My friend found this picture on another site, and was wondering if one set of the poppies contained within were rotten and unfit for a floral arrangement. As you can see in the picture, one plastic bag contains a rather good-looking healthy pod, presumably from the same set of poppies as the others, while the other plastic bag contains two rotten poppy pods and parts of another pod which also presumably began to rot.

Are these poppy pods floral arrangement safe?
