How to respond to an FDA letter regarding a confiscated 2C-I shipment? (FDC act)

Swim recently recieved a letter from the FDA regarding a small amount(250mg) of 2c-i shipped from another country. The letter stated that the 2c-i was being held for possibly violating the Food Drug and Cosmetics act. It says that if swim believes they have a valid reason for obtaining 2c-i they can write or call to claim it.

Swim wrote an email to the compliance officer stating that the 2c-i was in no way intended for human consumption and was only for research purposes and collection value only.

FDA wrote a letter requesting the type of research and the goals of the research.

Swim was wondering how to respond to the letter. What do people think would be apropriate types of research for 2c-i. Swim would like to just tell them that it isn't their concern what type of research is involved or that it is mainly for collection purposes, however swim does not think that will inspire them to release the 2c-i.

Any ideas on how to deal with the situation. Swim is not going to just let it go since it really isnt right for them to take it without reason(especially since it is the FDA).
