Import Permits for Cacti

Has anyone any experience of obtaining proper environmental certification for their imported cacti into the EU? I understand that plants coming in from outside the EU should have proper documentation. In the UK this is obtained from DEFRA and is a CITES certification which I am told must be included in cactus imports. The equivalent organisation (INRENA) in Peru who must also apparently certify the exports before any importation can be legally permitted into the EU.
