How would SWIY feel about getting his/her adult child a fake ID?

Recently, subject found out that his sis (age 19) had acquired a fake ID. While obviously proud, he was surprised to hear his mom say that she totally approves of the ID. (Background: mom is not very drug-oriented, though she has used marijuana and alcohol as a younger gal.)

Subject though and decided his mom was right: just like any criminalization, criminalizing young adult alcohol consumption increases the risks of those who use. For instance: when drinking in a bar, a drinker is served by bartenders who (in subject's satae, at least) have passed an alcohol safety test and who have an interest in ensuring truly lethal quantities aren't consumed, plus making sure a drinker doesn't dirve or become the victim of a date rape.

In a private party, these things probably aren't the case. It would seem to follow, then, that a young adult drinker ("underage" is baised) is at increased risk (other than legal) when drinking without a fake I.D.

What I'd looove to see happen:
1. Somebody pull an "emperor's new clothes" on groups that push hard for criminalization of young adult drinking. So far, it seems as if they've got a free ride. The issue of date rape would seem to make this especially poignant with femeinists, but I don't think I've ever heard of this debate framed in those terms.
2. Get more univ. presidents to come out and say: "We'd prefer that all our students could drink; that way, we'd be able to control and regulate it. As it is, we're forced into a 'no tolerance' stance, and therefore drinking is off-campus, and we can neither control nor regulate."
