Would cigerette tobacco work as chew/dip, fast response please?

SWIM is out of a good tabbaco source but has little ammounts of smoking tabbaco left.

Dont ask why but swim cant smoke it.

would diping it or chewing it be effect? SWIM doesnt see why not, it should be more effective shouldent it? Since none is lost do to combustion.
