Legality of undercover cops trying to 'score'

Swim was recently at the beach. He was approached by two men who both claimed to be newly graduated from highschool since this beach town was full of highschool graduates this week. The one looked as though he was thirty. The pair continued to attempt to purchase marijuana off swim or have swim direct him to someone who did have weed. A dealer was inside our house which the two men seemed to expect but no information was given up other then look somewhere else. According to swims friend the one man that tried to soliciate us arrested him a night or two ago for disorderly and was no doubt a police officer. Throughout the night for different waves of police officers showed up at the house swim was at and on two occassions within 4 hours the house was searched due to a noise complaint. swim is curious if this is in anyway legal, where the pigs trying to catch someone undercover or is it possible that they actually wanted weed(doubtful).
