Green stuff in a light bulb (vaporizer): Toxic?

SWIM was making a homemade lightbulb vaporizer today and he got the black glass-like part off and pretty much everything else cleaned out except for the green material on the inside of the metal part. SWIM was wondering how to get this green material out and if it was toxic or not?

SWIM did his research, but oculd not find anything.
