Vaporizers: portable vs non, cheap vs good

A friend of mine is looking for vaporizers and has come across a wide variety. He does not wish to spend a lot of money but also wants a good quality product.

He argues with himself that if he gets a portable one (vaporbuddy/genie) he will be tempted to use it outside where someone could be offended by the smell. But if he is not that stupid, he would not mind the benefit of a smaller apparatus, so as to not have to deal with storing a bulky item.

He looked around at a few posts, but none were really clear on the use/benefits of one vaporizer to another.

However, he thinks the benefits and quality of the experience would be enhanced using a robust item, and would simply have to deal with finding a sufficient storage place.

a and b are close in price and the decision would only be on which would provide a better experience, as well as what is a more reliable product.

If a friend of yours has had any experience with these, or just knows about them, the information would be much appreciated. There is not much information being very specific about these, so it would also benefit everybody's friends.
