Alprazolam importation (powder form)

say SWIM were to import alprazolam hydrochloride from canada in the mail... assuming that customs DID find this, what is the chance that they would test the unknown substance as alprazolam? SWIM understands that heroine, cocaine, etc. would obviously be things they would test it for, but would this method of importation be safer than importing alprazolam in pill form?
