Preparation - Ketamine extraction

SWIM wants to try extracting Ketamine Hcl from injection in a way that only get Ketamine from it in case any other drug (deliriant) is present in it. Althought Ketamine HCl is the only active compound written in SWIM's K vial label.

SWIM decided to first dilute the ketamine HCl solution with water and then basify it by NaOH, then extract the Ketamine freebase with Toluene. After extracting freebase ketamine with toluene washing it with water, adding some water and some HCl drops so rise the pH again to bind the Ketamine to HCl again. Let the water evap to leave Ketamine HCl behind, then adding some dH2O and the solution is ready for injection.

The only problem SWIM has in this procedure, is that he is not sure about freebase Ketamine to be soluble in Toluene, but as far as SWIM knows freebases are soluble in non-polar solvents (like Toluene). Does SWIY knows any other solvent that would be better to use for this purpose? Any other suggestions?
