Opium poppy bud rot?

can anyone identify this problem? the bud tips and some leaves are blue black and crumbly dry. might it be nitrogen overload, sunburn, etc...
They are in pots and get plenty of water. i have a feeling it might be fertilizer overload but i havnt been going to mental with the dose. will the mysterious black stuff reduce yied/seedpod formation?
any help would be much appreciated.
