dogs allowed to bite prisoners

An article in Reuters this morning relates how 5 US states allow guard dogs to attack and bite prisoners for the crime of refusing to leave their cells. These states are Connecticut, Delaware, Iowa, South Dakota, and Utah. Another two states, including Arizona, appearently had this practice, but discontinued it this year.

What in the hell have we become?

I served my country faithfully for 12 years in the military, but I now have to say that I am embarrassed and ashamed to be an american.
