To cultivate a morning glory vine, give it>>>soil resources, food, water and space.
Compost is good. It helps the soil and gives food to the plant. It can be made at home in a pile, a box or a trash can>>>it can also be bought at the store for a couple of dollars each bag. Spread it all around. put it at least a few inches deep (6 - 7.5+cm). How far to spread it depends on how big the vine's roots are. if the plant is one year old or less, then one bag is enough..spreading it 18 inches all around would be real nice (about 4dm). For huge old plants, then spreading it four feet in every direction would be a great thing<<that means that the plant would have an 8 foot circle of compost all around it and the compost is going to be a little thick.
Food can come from lots of things. Flowering plants like plenty of phosphorus<<<P can be found in bone meal and rock phosphate and lime and petrified guano and fruit bat guano. The compost would be good, or maybe some manure, manure is cheaper than compost<<<worms will like this stuff and eat it and carry nutrients down into the soil in addition to adding more minerals, vitamins, enzymes, beneficial bacteria, phosphorus and other stuffto the fertilizer one lays down.
don't use diatomaceous earth, it can make worms die
When it is time for the vine to flower, then water can be withheld. Only water it as much as it needs>>like SWIM used to go 6 days but it will vary. One can tell if it is too much drought by seeing the plant wilting even before the sun hits it in the morning<<<then it needs to be watered. Drought is good for flower production in this type of plant, so maybe figure out how far it can go if one is looking for mass flower production.
The vines like space enough so that they get full sun. A little shade is okay. Space to twine straight up is good too. These vines can get 30 feet long (9 meters)>>they'll easily get 10' within a few months of being planted (3 m).

The seeds grow everywhere a flower was. It takes a few weeks for the seeds to form after that flower ides back. The seeds are easy to pick off without harming the plant but one can use clippers to help keep the whole thing gentle and neat.
The best time to harvest them might depend on the gardener. Some seeds could be harvested before they were full grown but some could be harvested after they were full grown. Young seeds might have beneficial psychoactive compounds to be studied and mature seeds might be larger and germinate better for future plantings. <<<SWIM doesn't know.
